Replace on Transmission Developments

1.            Mr Speaker, Sir, thanks for permitting me to replace members once more on the COVID-19 state of affairs and tackle a few of their questions.

2.            Once I spoke in March 2020, we have been seeing the centre of the pandemic shift away from China, and a fast improve in circumstances globally. Near 80% of our circumstances then have been imported, primarily from returning Singaporeans. We tightened our border controls and our import circumstances have drastically diminished. Up to now week, we had no imported circumstances, down from round 16 a day on common in March.

3.            On the similar time, we’ve seen an increase in neighborhood circumstances from 9 a day in March to 31 a day on common within the week earlier than circuit breaker, with an growing proportion of unlinked circumstances, suggesting that there’s underlying neighborhood transmission. We determined to do the onerous factor, to impose circuit breaker measures from 7 April 2020, and launched stricter measures following that on 21 April 2020. We additionally prolonged the circuit breaker measures to 1 June 2020.

4.            There are indicators that our circuit breaker measures are working. The typical variety of new neighborhood circumstances had fallen from 31 within the week earlier than the circuit breaker, to 11 final week. The typical variety of new unlinked neighborhood circumstances a day had equally diminished from 12 to five over the identical interval. This implies that our circuit breaker measures are efficient. Let me take this opportunity to acknowledge the various sacrifices of our folks, staff and companies throughout these previous few weeks of the circuit breaker. It has not been simple, however you will have all performed an element in bringing these numbers down and I wish to specific my heartfelt gratitude. However we’re not out of the woods but.

5.            Whereas the neighborhood circumstances are coming beneath management, we’ve seen an increase in migrant employee circumstances, significantly within the dormitories. We moved in rapidly, arrange medical posts in all the aim constructed dormitories and offered cell medical help for the manufacturing facility transformed dormitories. The Ministry of Well being (MOH) labored with the Interagency Process Power led by the Ministry of Manpower (MOM) to make sure the medical wants and welfare of the employees are taken care of.  We’re grateful for the help of the Process Power members together with the Singapore Armed Forces (SAF) and Singapore Police Power (SPF) and our healthcare staff from our public healthcare establishments in addition to from the personal sector. We’re making progress, and can proceed to do our greatest to take care of our migrant staff. Minister Teo will elaborate on this in her assertion.

6.            However stringent precautions, there have additionally been circumstances at our Nursing Houses and at one Welfare House. As these services serve the aged who’re a weak group, we take such circumstances very significantly. MOH has ramped up extra aggressive testing for workers and residents at these Houses, working collectively with the Ministry of Social and Household Growth (MSF). That is to guard our weak seniors, by rapidly choosing out hidden circumstances if any, to isolate them and take care of them, and thus defend the remainder of the Houses’ residents and employees. We have now began this, however it’s going to take a while to finish. In the meantime, we might even see circumstances picked up at these Houses on account of the energetic screening. As well as, we’re additionally arranging lodging for workers who work together with residents at designated lodging services on-site or at motels, to scale back their publicity to the neighborhood throughout this circuit breaker interval. Each these steps complement current secure distancing and an infection management measures, in order to boost safety to our seniors in these properties.

7.            General, regardless of our excessive case numbers, we’ve managed to maintain dying charges low to this point. That is partly as a result of most of our sufferers are youthful and partly as a result of tireless efforts of our healthcare staff offering good and well timed medical take care of all our COVID-infected sufferers. We should proceed to do all we will to avoid wasting sufferers who develop into gravely sick, and maintain fatalities as little as doable.

8.            In preparation for the anticipated improve within the variety of circumstances, particularly from the dormitories, we’ve quickly expanded our healthcare capability.  This consists of each medical services, in addition to healthcare manpower.

9.            We have now seen nations whose healthcare methods have been overwhelmed, and this rapidly led to excessive numbers of dying amongst sufferers. Ms. Irene Quay has requested if we’ve an moral framework to allocate use of healthcare assets. We’re working onerous to keep away from getting up to now. We have now deliberate forward, created and ramped up many several types of healthcare services to help the precise wants of COVID-19 sufferers. As well as, our healthcare system has the flexibleness to stretch our capability to answer growing demand. Let me elaborate.

10.          Hospital and intensive care unit (ICU) beds. To make sure that there may be out there hospital capability to take care of COVID-19 sufferers, public hospitals have postponed non-urgent elective procedures, and discharged medically steady long-stayers to step-down care services. Public hospitals have additionally repurposed and transformed current wards into isolation rooms, and progressively opened extra wards for COVID-19 sufferers. Our variety of isolation beds has elevated from round 550 in January this 12 months, to shut to 1,500 as of two Might 2020. The Nationwide Centre for Infectious Illnesses (NCID) has additionally elevated their capability from about 100 to greater than 500 adverse stress isolation beds in the identical interval.

11.          At the moment, 22 COVID-19 sufferers are in our ICU, as nearly all of the circumstances are delicate. We have now about 150 vacant ICU beds, and may rapidly convey one other 300 on-line. However we’re not taking any probabilities as we should protect our buffer capability.  Mr. Leon Perera had requested about our capacity to additional ramp up. The general public hospitals have put in place plans to make sure that their infrastructure, tools, medicines and manpower are in place so as to add one other 450 ICU beds by mid-Might if wanted. We have now additionally ensured a adequate provide of ventilators and different ICU equipment to help the care of ICU sufferers.

12.          Neighborhood Care Amenities. Nearly all of our COVID-19 circumstances have solely delicate signs. Therefore, we’ve expanded our medical services to take care of sufferers with delicate signs and those that are on a restoration path and not want in depth medical help. These services enable the hospitals to focus assets on offering care to those that require emergency and intensive care. The Neighborhood Care Facility (CCF) is one such facility for sufferers with milder signs. On the CCFs, sufferers proceed to be monitored and have entry to applicable medical care when wanted.

13.          At the moment, we’ve greater than 10,000 mattress areas in CCFs for our sufferers. These embody locations such because the D’Resort at Paris Ris, Singapore Expo Halls 1 to six, and a part of Changi Exhibition Centre. One other 10,000 are being arrange. Increase our CCF capability known as for a multi-agency effort comprising authorities businesses and the personal sector. Many groups had labored around the clock to make this doable, and I wish to prolong my gratitude to all of them. For instance, for the primary corridor in EXPO, this was made doable via the onerous work of people from Temasek Holdings, Singapore Expo, Surbana Jurong, the Built-in Well being Info Techniques, Resorts World Sentosa because the managing agent, PSA, ST Engineering, Certis Cisco, Parkway Pantai, the Woodlands Well being Campus in addition to the SAF. The record could be very lengthy, however this offers us a way of the complexity of the operations and the way intently everybody needed to work collectively. Via the efforts of everybody concerned, we managed to arrange the primary corridor in every week. That is really an exemplary instance of a Complete-Of-Society effort.

14.          We have now additionally arrange Neighborhood Restoration Amenities (CRFs), which is a step-down facility for recovering sufferers. Based mostly on epidemiological proof and analysis by native and worldwide infectious illness specialists, sufferers who stay properly at day 14 of their sickness are previous the essential stage and are unlikely to wish additional medical care. Nevertheless, they nonetheless need to be remoted to scale back the chance of transmission. Therefore, sufferers previous day 14 of their sickness could be safely transferred to the CRFs earlier than they’re assessed for discharge.

15.          We at the moment have round 2,000 CRF mattress areas, with a few of them inside our dormitories, and others in chosen SAF camps. We can be increasing CRF capability to greater than 10,000 beds by finish June. As our CRF services improve, we will additionally unlock areas on the CCFs.

16.          With this layered set of healthcare services, customised to affected person wants, we will present applicable take care of sufferers whereas additionally guaranteeing adequate healthcare capability to satisfy our wants. All these efforts require shut coordination amongst a number of businesses, as the instance of CCF @ Singapore Expo illustrates, to make sure operations are optimised, services are well-managed, affected person flows are facilitated and tracked, whereas holding watch on the capability utilisation total.  MOH has arrange a Medical Operations Process Power (MOTF) with the help of the SAF to supervise and coordinate our efforts on the bottom. I wish to thank our companions, and SAF specifically, for his or her help and efforts.

17.          Wanting forward, whereas we take coronary heart within the progress made, particularly in the neighborhood circumstances, we shouldn’t be complacent. There are nonetheless unlinked circumstances, and circumstances picked up from our surveillance programme, indicating the presence of hidden circumstances in the neighborhood. Globally, the variety of circumstances additionally continues to extend. Even nations and areas with low every day numbers, resembling China, Hong Kong, South Korea and New Zealand, are watching out anxiously for a second wave of an infection which will lead to one other extended outbreak.

18.          Therefore we should proceed to do what we will to maintain our circumstances low, to maintain the lid tight whilst we progressively roll again a few of our circuit breaker measures. We are actually on the finish of the 2 weeks of tighter circuit breaker measures. Final Saturday, the Multi-Ministerial Taskforce introduced the gradual resumption of chosen actions and providers within the coming weeks, topic to the mandatory secure administration measures being in place. The remainder of the circuit breaker measures will proceed to use until 1 June.

Roadmap Forward

19.          If we work collectively, by 1 June, we hope our state of affairs could have improved additional, with neighborhood circumstances remaining low or coming down additional.  Migrant employee circumstances within the dormitories will hopefully by then be clearly beneath management. We are able to then think about additional opening up. That is necessary to allow our folks to start out going again to work. It is usually necessary for Singapore to guard our strategic place within the world provide chains as the worldwide economic system recovers from COVID-19.

20.          We are going to nonetheless must open up in a phased and calibrated method, to keep away from a second wave of outbreak. There’ll possible nonetheless be circumstances of an infection in the neighborhood, because the virus could be very troublesome to eradicate. What’s secret’s to maintain the variety of circumstances small and scale back the chance of huge clusters, via varied safeguards and enablers. It can take some time earlier than the COVID-19 outbreak subsides globally, or earlier than a vaccine is out there. Thus we must adapt to a brand new lifestyle and social interactions.

Indicators for Phased Opening

21.          Ms. Sylvia Lim requested what indicators we might have a look at in contemplating lifting the circuit breaker measures. We’d think about a wide range of components.

22.          First, numbers are necessary however they don’t seem to be the one factor. We have to be assured that neighborhood transmission regionally is stemmed, or very low. Neighborhood circumstances ought to ideally fall to zero or single-digits every day, with very low numbers of unlinked circumstances, and never only for sooner or later, however sustained over a time period. We additionally must see a lower in migrant employee circumstances. These circumstances are excessive right this moment, partly resulting from proactive case-finding in some settings. Whereas we’ve been capable of maintain local people circumstances low regardless of excessive variety of circumstances amongst migrant staff, it’s equally necessary to scale back the migrant employee circumstances over time, although it’s going to take some time longer. In any other case we’ll proceed to be liable to a spillover from the dormitories into the broader inhabitants.

23.          Second, we have to make an evaluation of the state of affairs globally and for particular person nations, to tell the extent and method on reopening our borders. We’d assessment the speed of transmissions in different nations, in addition to what they’ve executed to comprise the unfold. For any re-opening of our borders, we’re prone to begin small and selectively, and to proceed to impose a mixture of isolation and take a look at necessities, to guard ourselves from new imported circumstances resulting in neighborhood unfold.

24.          Third, we should put in place a system to permit us to open up safely. After we enable extra enterprise and social actions to renew, there can be extra interactions, and better threat of virus transmission on the office and in the neighborhood. Subsequently we have to step up {our capability} and capability to check and detect circumstances early, contact hint rapidly, ringfence shut contacts promptly, and set up the unique supply of the an infection to cease different undetected transmission chains if any. These are the important thing enablers which is able to give us confidence to re-open.

Testing Technique and Capability

25.          Let me begin with testing as the primary key enabler. Thus far, we’ve carried out over 140,000 exams for COVID-19, or 2,500 exams per hundred thousand folks in Singapore.[1] That is among the many highest testing charges on the earth. However we plan to do extra, and can proceed to increase our testing capability, and to strategically deploy them to yield the best impression.

26.          Members have requested about totally different exams and their makes use of. As we speak, we use primarily the polymerase chain response, or PCR exams, to detect confirmed COVID-19 circumstances. The PCR works by detecting the virus RNA from a nostril or throat swab, and is the gold normal for detecting present an infection. To the query by Ms. Sylvia Lim, we use PCR testing for 3 key functions – one, to diagnose suspect circumstances to supply early remedy and isolate shut contacts; two, to do screening and energetic case discovering of people in danger, resembling migrant staff decanted from their dormitories earlier than they return to work; and three, to do surveillance to watch undetected circumstances in the neighborhood. At the moment, we’ve the capability to conduct greater than 8,000 PCR exams a day in whole throughout our neighborhood and migrant staff within the dormitories, up from 2,900 a day in early April. We’re working with varied personal and public sector companions to progressively improve our testing capability additional to as much as 40,000 a day.

27.          With this improve, we’ll widen the online that we solid for diagnostic testing for symptomatic circumstances, energetic case discovering, screening and surveillance testing in our neighborhood and amongst staff, together with migrant staff. We will even do extra testing and monitoring to select asymptomatic and pre-symptomatic circumstances amongst precedence teams resembling nursing residence residents and employees, to stop clusters from creating. Testing is essential as threat of an infection will improve once we enable extra financial and social actions to renew.

28.          Ms. Sylvia Lim and Ms. Foo Mee Har had requested about one other kind of take a look at known as serology testing. This works by detecting antibodies produced by the physique to combat towards the virus from a blood pattern. Based mostly on our native research, the effectiveness of such exams could be very low within the first 10 days of sickness because it takes time for the immune system to develop antibodies. Subsequently, in contrast to the PCR testing, serology exams are helpful to point previous an infection however it’s not very helpful for early analysis due to the time lag. Many such exams available in the market are additionally nonetheless beneath assessment and validation.

29.          However this, NCID has begun to make use of serology testing to review the extent of infections amongst varied teams, together with healthcare staff, shut contacts of COVID-19 sufferers, and the overall inhabitants. Their examine was revealed final week, and located that among the many near 2,000 samples from our healthcare employee volunteers and the overall inhabitants, none had antibodies pointing to a previous an infection. This reveals that the an infection price amongst our healthcare staff and basic inhabitants is low. The examine additionally confirmed that amongst shut contacts round 2.5% had antibodies, regardless of not having had signs throughout their quarantine.  Which means that they had been contaminated earlier however recovered, and remained properly with none signs. This factors to the necessity to proceed our efforts to rapidly isolate shut contacts of confirmed circumstances. We are going to proceed to do extra of those research, to assist us perceive the extent of unfold and immunity in the neighborhood.  I ought to add that scientific proof on protecting immunity continues to be beneath intensive examine at the moment.

30.          There have been some ideas to do asymptomatic testing for the whole inhabitants. We are going to examine this. As there isn’t a widespread neighborhood transmission right here, the yield can be very low if asymptomatic testing is completed indiscriminately for the entire inhabitants. To be efficient, it might additionally have to be executed repeatedly because it doesn’t replicate immunity and people examined could be contaminated after the take a look at.  It might not be finest method to make use of our testing assets.

31.          As an alternative, we’ll and have began doing asymptomatic testing selectively, for precedence teams. For instance, we at the moment take a look at asymptomatic younger kids, if they’re in the identical family as COVID-19 sufferers, since they might not be capable to articulate their signs properly. As well as, a key precedence is to guard weak teams. This consists of seniors, significantly nursing residence residents. As talked about, we’ve began to check employees and residents at MOH and MSF properties with a excessive proportion of seniors, resembling Nursing Houses and Welfare Houses. Such exams complement current precautionary measures, such pretty much as good an infection management practices and shut monitoring for signs in employees and residents.  They are going to enable us to intervene early the place wanted to guard the aged residents.  As extra companies reopen, we can also do extra exams for important providers staff. At our borders, we will additionally deploy exams for arrivals to scale back the chance of native transmission from imported circumstances.

32.          In all, as we construct up our testing capability, we will take a look at extra and for extra functions. This can be necessary as we begin to open up, in order that we will pre-emptively detect and break any potential transmission chains.

Contact Tracing with Know-how

33.          The second enabler is our contact tracing capability. After we’ve confirmed a COVID-19 case, we might want to contact hint and isolate high-risk shut contacts, to restrict the unfold in the neighborhood. This must be executed quick, needs to be scalable and thorough to be efficient. This may enable us to rapidly ringfence and forestall additional unfold.  We have now arrange 50 contact tracing groups, up from 20 since my final replace in March.  However we should scale up rapidly if there are extra circumstances or giant clusters, and to find much less apparent hyperlinks. To take action manually can be very troublesome.

34.          Many nations have leveraged on expertise to assist them contact hint successfully and effectively. We will even discover how we will faucet on SafeEntry and TraceTogether in addition to different technological options.

Supporting Our Healthcare Staff

35.          Whilst we construct {our capability} and capability for testing, contact tracing and healthcare infrastructure, we’d like the help of our healthcare staff. They’re on the core of our combat towards this COVID-19 outbreak. We deeply respect their sacrifices, lengthy hours in addition to private {and professional} dedication to take care of every affected person. This can be an extended marketing campaign, and we’ll want the help of our healthcare staff and we might want to help them and care for their wants.

36.          Many MPs have requested concerning the well-being of our healthcare staff. I want to reaffirm our dedication to care for them in each method. Our key precedence is in holding them secure and wholesome by guaranteeing ample provide of Private Protecting Gear to guard our healthcare staff, and supply them coaching on the correct utilization.

37.          I thank Dr Chia Shi-Lu for his concern on the an infection price amongst our healthcare staff. As of 26 Apr 2020, there have been 66 circumstances of confirmed COVID-19 an infection amongst healthcare staff. 46 circumstances have been from healthcare staff whose work contain direct contact with sufferers. Based mostly on the investigations up to now, there aren’t any established epidemiological hyperlinks of a healthcare employee being contaminated within the line of responsibility for caring for his or her sufferers, aside from one case in a non-public healthcare establishment the place we’re unable to rule out a doable hyperlink between the physician and a COVID-19 affected person. Our healthcare staff have taken an additional degree of care at their workplaces to guard themselves and their households. The latest Nationwide Centre for Infectious Illnesses (NCID) examine additionally didn’t detect any previous an infection amongst a pattern of healthcare staff. Nonetheless, we can’t be complacent. We have now reminded our healthcare staff always that they need to take ample precaution throughout their work to guard themselves, their sufferers in addition to their members of the family. Within the occasion that our healthcare staff fall sick, we’ll be sure that they’re properly taken care of and our healthcare establishments will present them with the mandatory help.

38.          It is usually necessary for us to care for the psychological well-being of our healthcare staff. Even earlier than the COVID-19 pandemic, the healthcare clusters had measures in place, resembling counselling clinics, helplines, and peer help programmes. We have now since stepped up our efforts. For instance, our establishments have rostered breaks and employees rotations to make sure that healthcare staff have adequate relaxation durations in between work days. The clusters have additionally been actively working with the NTUC, and specifically the Healthcare Companies Staff’ Union (HSEU), with initiatives such because the distribution of care packages, the launch of GrabCare to supply transport for our frontline staff, and collaboration with Mindfi, a mindfulness app.

39.          The numerous presents and phrases of encouragement from members of the general public to our healthcare staff imply so much to them and have helped to maintain up their morale. Members of the general public have been writing thanks messages and shopping for breakfast for our healthcare staff. As a part of the SG United initiative, near 9,000 messages for our healthcare staff have been collected from Appreciation Zones throughout Singapore. On behalf of our healthcare staff, let me thanks in your continued help.

40.          Compensation is one other necessary space, which Ms. Cheryl Chan Wei Ling had requested about. We recognise the invaluable contributions of our staff, and can be sure that they obtain due recognition for stepping up throughout this difficult interval. DPM had beforehand introduced a particular bonus for our public healthcare staff engaged on the frontline. Healthcare staff are additionally paid shift or additional time allowances in the event that they tackle longer or extra shifts throughout this outbreak.

41.          Nevertheless, we recognise that no financial compensation is ever sufficient. I wish to once more acknowledge and thank our healthcare staff for his or her onerous work and dedication. One nice instance is Ms Tovelle Loh, an assistant nurse clinician from NCID. Ms Loh helps coaching of employees to make sure that they’re up to date on an infection management insurance policies and suggestions, and in addition helps to assessment an infection management workflows at NCID and different settings. Regardless of the heavy work load, she stays spirited and dedicated to do one of the best for her sufferers, and it helps that her husband has been very supportive. Examples like Ms Loh abound, amongst our frontline staff, help employees, and in addition researchers in our testing and analysis labs.

42.          One other key a part of our technique is to enhance the healthcare workforce, which Mr Murali Pillai had requested about. Whereas our public healthcare sector at the moment has adequate healthcare professionals, they’re stretched, and there’s a must rotate and refresh employees periodically, because the combat towards COVID-19 is prone to be an extended one.

43.          To deal with these sustainability issues, MOH has given the general public healthcare establishments some flexibility to deploy employees throughout establishments to satisfy urgent operational wants on the bottom and to help each other as one public healthcare system, with strict an infection management protocols in place.

44.          MOH has additionally appeared to exterior sources to enhance our public healthcare workforce. This consists of tapping on healthcare professionals within the personal sector and inspiring retired and non-practising employees to return to public follow via the newly launched SG Healthcare Corps. We have now expanded the scope to incorporate these with out prior healthcare expertise, whom we’ll prepare to tackle supporting roles, resembling performing swab procedures and primary care roles. As of three Might, we acquired greater than 11,000 sign-ups altogether. I’m heartened by this overwhelming response from Singaporeans. Up to now, we’ve matched about 800 Corps members to numerous wants on the bottom, and they’re being progressively deployed, and we’ll do extra. Members of the SG Healthcare Corps can be remunerated for his or her time and contribution when they’re deployed to work alongside our healthcare staff on the bottom.

45.          Third, we additionally use expertise as a power multiplier, to ship the identical or enhanced outcomes, with much less time and assets. For instance, within the CCFs, round the clock care is made doable via the usage of medical kiosks and teleconsultations. Units resembling pulse oximeters and well being apps are additionally used to watch affected person well-being. Healthcare establishments have additionally began teleconsultation providers for follow-up on their sufferers.

46.          Via all these initiatives, we purpose to make sure that our public healthcare providers stay out there to these in want, and our healthcare staff are well-taken care of throughout this difficult interval. This allows us to have a sustainable healthcare workforce on this long-term combat.

Well being Promotion

47.          Whilst we combat COVID-19, we have to proceed to deal with longer-term well being points. I’m glad that Prof Lim Solar Solar has requested about this. Let me share what we’ve been doing on this space.

48.          We have now briefly deferred launching any new initiatives to permit employees to be re-deployed to extra essential areas of COVID-19 work. However for chosen programmes, resembling measures on sugar sweetened drinks, banning partially-hydrogenated oils, and standardised packaging for tobacco merchandise, we’ll proceed to push forward.

49.          To help our secure distancing measures, we’ve already suspended all on-ground actions resembling basic well being screening, however we’ll proceed to encourage Singapore residents to practise wholesome habits and combat diabetes via much less resource-intensive various platforms. For instance, the Well being Promotion Board (HPB) continues to supply on HealthHub bite-sized movies and articles on practising good private hygiene, wholesome consuming, bodily exercise, and psychological well-being.

50.          We should additionally by no means let our guard down on dengue. The whole variety of dengue circumstances in 2020 has exceeded 6,000 – greater than double that over the identical interval in 2019.  With the normal dengue peak season approaching, Nationwide Atmosphere Company (NEA) officers are on the bottom conducting dengue inspections at frequent areas and building websites, the place building web site operators proceed to be chargeable for vector management measures, even throughout the circuit breaker interval.  A worrying development that NEA noticed was a 50 per cent improve in Aedes mosquito breeding in properties over the previous three years, in comparison with the previous three years. Minister Masagos has requested me to induce everybody at residence to be vigilant and do the Mozzie Wipeout to take away potential mosquito breeding habitats. NEA additionally introduced ahead the Nationwide Dengue Prevention marketing campaign to 22 March to rally all members of the neighborhood. Our efforts on all these fronts proceed whilst we battle the COVID-19 outbreak, to maintain Singaporeans wholesome.

51.          Let me conclude. On this combat towards the COVID-19 pandemic, everybody can play a job, throughout and after the circuit breaker interval.

52.          We acknowledge that the circuit breaker measures are troublesome, and we respect everybody’s help and sacrifice to remain residence and cling to the measures. For our frontline officers, together with these in healthcare, and dormitories operations, we stand behind you, and wish to specific our huge gratitude to your efforts. Our collective efforts usually are not in useless, and we’ve seen a lower in our neighborhood numbers.

53.          We’re wanting forward, and making preparations for post-1 June. We should make calibrated strikes to stop a resurgence of circumstances and clusters.  We should put in place key enablers and safeguards to permit us to comprise the unfold and take care of future circumstances, whilst we roll again our circuit breaker measures and re-open.

54.          We should stay vigilant and should not let our guards down. If all of us do our half, we will overcome and emerge stronger. Allow us to work collectively, and transfer ahead collectively, as one SG United.
